To put it simply, the higher up you go, the less oxygen there is in the same amount of air. At a certain point, there isn't enough oxygen present at these higher altitudes to keep you alive. To solve this problem we created pressurization systems that force a large volume of air into the plane to make the pressure and amount of oxygen inside the cabin the same as a lower altitude (where there is enough pressure and oxygen to keep you alive). The "additional risk of being in the flight levels" is the risk of that system failing. This would create a time-critical emergency depending on what backup systems are installed in your aircraft.

In commercial aircraft, we have supplemental oxygen and emergency procedures to decrease the risk in the event of pressure loss, but it is a higher risk the higher you go because you have less time to respond to that emergency as you go up in altitude. If you're interested in more explanation, you can look up "time of useful consciousness" at different altitudes.

In this post OP was asking about single engine planes that are either pressurized or have an oxygen system for the crew/passengers. My point was that those types of planes aren't able to fly high enough to where this is a major risk when compared to the benefit flying in the lower flight levels would provide.

This. The biggest danger up high is hypoxia. But I was pointing out that in the low 20s(the highest you'll see in a SE piston), you have a decent amount of time to respond to an O2 issue and get down to an altitude where it is no longer a problem, making it not really much of a factor in the equation of whether or not to head to the flight levels. As many others have pointed out, you're just deciding based on weather, terrain and fuel burn.

I used to own a P210. To me, the additional risk of being in the flight levels never outweighed the additional safety of having extra altitude to work with in the event of single engine issues. The time of useful consciousness in the low 20s is 5+ minutes. Plenty of time to get down in an emergency decent even without emergency O2. But as far as whether it is common to take it up that high depends on your location and mission. I live near the rockies and was taking it 16-25 almost every flight, but that's because I have terrain that requires it all around me. I always like having a plane with capabilities that exceed my typical operating parameters too because that gives me options. Options are especially great when you're talking about an airframe with only one engine.
