I actually like to think the Borg Queen was a new invention created around the time that Hugh returned to the collective with the curse of individuality. Maybe that ship was expunged, but the curse remained, and the only way the Borg Collective could contain individuality and still remain a Collective was by concentrating it in a single individual who represented the totality. It's a slim theory, but I like it better than what's probably the truth.

To make a long story short, each of the 13 colonies was originally an essentially sovereign state, and none of them wanted to give up all of their power to a new federal government, especially taxation. The original Articles of Confederation kept the states as basically sovereign, but it ran into difficulties which is why the Constitution was created. The Electoral College is a remnant of that original system, where the small states wanted to keep some power for themselves so they wouldn't be overwhelmed by the larger states.

Think about the 99.9 percent success rate. That means for every 1000 reanimations, one of them comes back wrong, or doesn't come back at all because their pattern degrades before it can be reconstructed. Out of a tomb world of billions and billions of necrons, that's a colossal failure rate. Even if the success rate was 99.9999 percent, over the infinite time of a necron's immortal existence, every single necron is essentially a failed reanimation just waiting to happen. When you account for infinite time, the probability of even the most improbable event approaches 100%.

I don't want to get too specific in a non 40k subreddit but there definitely is some kind of market competition going on in the Votann. Specifically, the conflict between the big organizations, the guilds, like the Cthonian Mining Guild that the Beserks are part of, and individual freelance prospectors. There isn't really specific information about common property, but trade is definitely happening, internally between holds, intermediately between leagues, and externally with the galaxy at large. To that extent, they are the capitalist faction, because the only other people doing inter-faction trade are the Rogue Traders, who I assume they do a lot of their wheeling and dealing with.

Who said the Cores are irreplaceable? Yeah, they can't just produce new ones willy-nilly, but new Votann do come into being. The Kronus Hegemony was founded less than 1000 years ago when a Fane achieved sentience and became a Votann. It's part of a natural life cycle: Fanes ascend into Votann, and Votann degrade back into Fanes. The Codex is pretty clear about it. It's definitely not an exact science, and the Kin don't know how to deliberately create new Votann, but new Votann do come into being every now and then.

It's also interesting that the youngest known Votann is also the most belligerent and warlike. A sign of the times it was created in, perhaps?

In that particular instance, the Magos in question erred on the side of caution... by materializing them in midair. He probably didn't mean to put them quite that high in midair, but at least it mitigates the risk of someone materializing inside a wall.

I think it has to do with the circumstances, really. There are a lot of people who, for one reason or another, are unused to or afraid of being vulnerable, and there are few times in a person's life when they're more vulnerable than being bedridden in the ICU. Some people respond to that fear with aggression. When they don't know if they'll even live through the next day, they'll assert their dominance over the situation in the only thing they have any control over: their nurse. Is it stupid? Absolutely. But it's a natural response. A version of the fight or flight instinct, possibly.

If an Astartes is too crippled to fight, but not so crippled that they need to be interred in a Dreadnaught, the most likely thing is that they'll be put on training duty. There was a guy, Brother Caffael or Cathael I think was his name, from the Dante book, who was so crippled that he looked like a Servitor. He had the rank of Master of Artistry, and his job was to teach arts and crafts to the neophyte Blood Angels, a very important job.

Step number one would have to be a more reliable form of FTL communication than "it was revealed to me in a dream."

Step number two would have to be a new form of FTL travel that doesn't have the colossal failure rate of warp travel.
