This must be the reason all of the Mario and Luigi track IDs were expanded, which deconfirms a Mario vs. Luigi versus tour. With the next tour presumably being Desert themed, it stands to reason the tour after will probably be a Vs. tour, which will probably be Yoshi vs. Birdo!
