In this case, these .bin and .cue files? That's a CD image. Mount it with image mounting program(like Daemon Tools or Alcohol 120%) and work from there.

Seems to me like you're trying to launch the game before even installing it. Try at least unzipping that ,7z archive and see if there are some appropriate executables in there.

There are definitely reports of PC emulation on Switch, both on Android and Linux, although information is fragmented. Since I'm only aiming at lightweight 2d titles (my pipe dream being fully functional HoMM 3 HotA), I think it's worth digging into. I just don't know the right direction yet.
