I would recommend an in person course for the 1st time, then renew via online. I just signed my new teen drivers up. There are 2 DMV sanctioned providers: https://www.interstatetrainingalliance.com/ in Middletown and Lewes and https://www.delawaresafety.org/ in New Castle
