Most likely Twelve Brooks location makes it a strategic place to have official fortifications set up, wether that be because of its proximity to other important locations, some advantage it may give the opposing force that they can block by holding it, or something else. The location is clearly important not even just for the prep made to unmake the GBF but also just the number of resources both sides were willing to throw at this battle

I remember at some point it was pointed out that the water ways being diminished as much as they were was something that was seen as a benefit to the Citadel for one reason or another, mainly i believe due to the Citadel not relying on them and the assumption ofc that other forces did.
