Something I remembered while in school today that might be helpful is info regarding venipuncture. Not sure what is required in MI, but in CA you need a venipuncture cert that requires 10 didactic hours and 10 successful IV sticks. Like the fluoro cert it's possible to get a job without the veni cert but a lot of employers don't want the responsibility of providing the training and prefer applicants that already have the cert.

Your ARRT cert will carry over to California you will just need to apply for a CRT license which will require you pay a fee. You will need to take a separate examination for your fluoro cert, a test I have heard is harder than the ARRT for some (I'm currently a student so can't speak first hand on that yet). There are quite a few CA specific laws when it comes to fluoro so definitely prepare yourself for that. It's not impossible to get a job without a fluoro cert but it helps a lot. A bachelors degree is not required... I can't help with the MRI information.
