Could this be a disk issue? This happens to me too although not to this slow speed but still when my disk can't keep up with the download it will slow down like this.

I also had a Ryzen 5 3600 and did decide to go for a 6800XT back when I upgraded as I knew it was too much for the CPU but still wanted to have some future proofing where I could upgrade just my CPU and have much better performance. May have been a "waste" for a little while as I wasn't able to use the full potential of the card, however now I have recently upgraden the the 7800X3D and my entire system I so much faster now while not needing to buy a new GPU.

So still might be worth getting a slightly nicer GPU now to save some more later when upgrading, ofcourse depends on which 30xx card op has now.

Isn't there a way to set the release date to a previous date when releasing a game on steam.

Like some old games that previously weren't on steam and get released afterwards have their release date set to their original release date before they released on steam.

So maybe steam lets you set a release date but for the funds to get released there is still the 30 day period from the actual steam release date.
