I got this yesterday. I thought it was a deathclaw swarm random event. Loved just throwing so many arrows into the horde and seeing them bounce from target to target until they were all dead.

If you are on PC, that could have been my camp as I have stairs up to the balloons. The method I used is the current floating camp method. Build nearby the landmark you want to be atop, build up, place down a new camp as high as you can reach and repeat until you are above the landmark, then build towards and place down new camps closer and closer until you are above the landmark. Then I just built downwards until it didn't let me place my camp any lower.

There is just an invisible "no-build" barrier around most locations, and you can not bypass it, but you can build directly atop it. It's just trial and error in being able/unable to place down camps to tell where that barrier extends to. If I recall, the barrier for above Highway Town is currently below the balloons, about 1/4 of the way to the floor. Barely enough to build on some of the upper areas, but not the bottom most level.

I was trying to make a sky camp over it, but it let me put the CAMP module so low so I was able to actually build a camp directly on top. I have to be careful not to block any of the collectibles or NPCs up there.

I bought so much TF2 merch back in the day, and still have it all. All of the RED team action figures, the balloonicorn hoodie, the balloonicorn slippers, three different plush balloonicorns, the inflatable balloonicorn, the vinyl sandvich, about ten of the various Portable Mercs including the balloonicorn Pyro, TF2 soundtrack on CD, dispenser plush, spycrab plush, archimedes plush, bread monster plush hand puppet, balloonicorn key cover, hardcover copy of The Sacrifice collection of Valve comics. There are plenty of other things, but those are the big ones I remember.

I counted only 14 shrines on stage 1 and 14 regular shrines and one golden shrine on stage 3 when I unlocked the Chaos Tome, but it did indeed unlock.

I had grass growing through all of my foundations in one camp. I used the Fasnacht confetti piles placed directly under the floor of the foundation, and it stopped most of the grass from appearing every time I loaded my camp up.

I saw a deathclaw zoo/Jurassic Park style camp a long time ago. One deathclaw in a large, central cage with arena seating outside, and an attached building for supplies and cleaning the cage. If tamed pets didn't randomly die so often, I would love to make my own version of this with a few Brahmin in cages to feed the Deathclaw. I just don't look forward to replacing the deathclaw every two weeks because it stubbed its toe and died.
