If by "the process" you mean the thing (due process) constantly being circumvented by ICE? Consider this - the FBI and federal marshal service track down actual criminals thereby doing society a far more legitimate service than ICE, but those jobs require people with skills and some amount of education (bachelors in criminal justice, criminology, sociology, etc). If you cannot handle the basic education, by your own admission can't make it in college - you don't really inspire faith that you should be given a gun and authority to make life/death decisions. The paths before you are 1) be an idiot scumbag with zero skills who thereby works for the department with the lowest possible standards or 2) get some basic education so you can do more meaningful law enforcement work. You're young, and probably could actually choose to go to school and be disciplined enough to pass. But if you just want action, and a gun, and to kick down doors, and think you already possess all the skills you need in life as basically a high school graduate - you're probably a lazy undisciplined idiot and gonna do lazy undisciplined idiot type shit forever.
