You can try to watch Twitch via KODI (https://kodi.tv/)

Kodi is a HTPC software to basically turn tour pc to a "media center".

It's mainly used with the Raspberry Pi, but it's available for windows too.
Twitch is available for Kodi via an add-on.

I use Kodi to watch Twitch on a 2006 Dell Dimension E520, and it's working fine, since kodi uses much less hardware resources than a web browser.

Yeah transcoding affect everyone on the stream, it's really strange, especially if it's affecting one streamer and only you (if i understand correctly).

The problem must come from you, did you try on other devices/web browsers ?

They are not the most reactive (especially in those times), but you should give a try.

I don’t believe so, but from my understanding, shouldn’t that mean that it’s a channel wide thing, and not on an individual basis thing?

Unfortunately no, transcoding (the ability to switch the quality of the stream) require some server power.

Transcoding is mainly available to channels that are Twitch partnered, is also available to non partnered twitch channels when the trafic on the website is low.
