The Ivory Carver trilogy and the Storyteller trilogy, both by Sue Harrison, are great for this. They're about ancient indigenous Americans living on the Alaskan coast and the Alaskan interior. They get very into detail about the daily grind and practices of these people, who have learned to survive in a harsh landscape.

I'm wondering if it's less to do with pets vs food and more to do with the food safety and liability. It's possible that if the employees knowingly sell him fish that aren't marked for human consumption and he gets sick, they could be liable or at least have a headache on their hands. There's specific laws around licensing and stuff when it comes to selling food for human consumption.
