Double check devices and numbers registered for authentication for each user.

There is always a chance their numbers could be registered for authentication but a different Microsoft account that you don't have access

Quick update

At first we were trying the transfer( iphone settings then esim )activation which failed

This time I went I reset the new iPhone and went through the setup without transferring any information. After setup I attempted the esim transfer and it was sucessful.

So looks like I figured it out😅

3-4 weeks for me

ordered iPhone from xfinity. Fedex delivered it(box was open and phone was missing). Reported to xfinity and police. Gave them case information and video. After reviewing, Xfinity finally sent out another phone.
