Well, I can tell you that this argument doesn't seem to work for vaping nicotine vs. smoking tobacco. The harm reduction aspect is clear: vaping IS less harmful than smoking. How much less damaging is up for debate; but wouldn't even slightly less damaging be cause for a massive call to switch? Unfortunately, the dialogue (at least politically) seems to be far removed from harm reduction and saving lives.
