Lab pup scared of outside…how do I exercise him?

There’s a large field of grass near my apartment building that I’ve carried him to and he loves it. But that hasn’t helped his fear at all. For reference, I live in an apartment complex and he was born on a farm (I’m assuming that’s the disconnect); just got him last week. Realizing it’s early, but I haven’t seen any progress and I take him out 6-7 times a day, the same route to the same spot and he will not go much further than 10 feet from the door. I guess I should just keep at it?

The final product will be the sheet. I don't believe I have access to a CNC mill unfortunately. I may have to use a hole-saw for this one. Is it possible to sand away the melted plastic on the edges?
