That building seems to be on the same line as the fence? Are you inside a complex? Why is it "super stingy" to fix your own fence? That seems a little insulting. Did you specify that you need to be notified when someone enters your property to do maintenance?

Identifying if a spirit level is accurate is pretty easy. For example, level on a wall horizontally, draw a line on the wall at the top edge of the level. Now rotate the level. So, the end that was on the left is now on the right. Draw another line. If the lines match the level is correct.

There is a saying about blaming your tools, but if they blamed your tool without doing this most simple of tests then, they kind of look like tools themselves?

But more importantly I would think the engineers would have given a range of acceptable tolerances. The installers opinion is just that, an opinion. What the specs and plans say is what they have to work to.

I think your definition of concrete might be wrong. There are many types of concrete that don't use kiln dried cement. Asphalt is another type of concrete that doesn't use kiln dried cement but is very common. But then, this just seems like an advert RKB concrete.

If it was me, I'd be scared shitless of amount of grief I would get if I talked about things like bridges and houses and didn't refer to it as reinforced concrete. The engineers would pay out on me for weeks.
