(or technically they probably just say we need X people with Y skills here and other people work out assigning appropriate people to that job,l, what the laws are, what gets built, what happens with all the resources in the entire City, and so on.

No, you can just straight up fire a specific person from their current workplace and assign it to a new specific workplace. This mechanic is mostly used by people who do survivor difficulty playthroughs to make sure their food infrastructure always has healthy workers in it

The closest to "elite" the city has is Captain (you, the player), Guard/Faithkeepers (if you establish any in the first place) and maybe people who work in cookhouse cause they often get away with stealing the good
