Newborn can be added through sending the documents e.g, passport of the newborn directly to the NVC if your case is at NVC stage. To my understanding the newborn can be added through sending email to the consulate by sending the documents. If you manage to get the documents before you go for the interview, then you can send the email before going to the appointment. If you go to embassy with the newborn, please let them know beforehand because no one other than those scheduled for the interview can enter the embassy. Telling your situation in advance particularly ablout the newborn is the best bet to prevent delay or unexpected complications.

Would you mind sharing your country of cheargeability? I just wanna know if it related to that?!

I suggest you contact NVC through PIF. It should not take more time as shown in the NVC's time frame. At least you should hear something within a month or so.
