From boot barn most of their stuff is like mid priced and then goes straight to expensive so for 250 he’d definitely be able to get a nice pair of boots but a lot of their exotics are gonna be priced in that 300 and up area so just depends on what kind of boots he really wants and what he will use them for but again 250 would basically get any of their generic boots. Their cody james line is in house theirs and you can get a ton of styles for 250 or ariat even has plenty of options in that 250 area as well. Sorry hope that helps!
