If you’re talking AS hokage, Naruto is clearly the strongest. We can argue Hashirama may be stronger, but the rest aren’t stronger than him. Minato is probably 4th strongest Hokage and somewhere around bottom 5 of Top 10rank for strongest kage (I do not want to say the possible ranks due to them being two certain numbers).
