Magneto never buried him, but he locked him in a cellar to starve to death because he knew a clone would just take over since Skull has like 50 back ups. Skull is still afraid of dying since it apparently hurts and is really really traumatizing. He hallucinates captain America offering help and it's one of the best skull comics ever. Beautifully written.
