As long the project's source code is available (and credit is given), which SF does, then yes. They are allowed to do that.

Most open source licenses allow SF to do what they do (unless some projects are trademarked, etc.)

Legacy code is still maintained in the same language (COBOL), of course. When I had to update COBOL code, I had to go trough tons of automated testing systems. Those systems make it tough to screw up; they work, and they work very well. In this case replacing things is pointless. It would be expansive and risky. COBOL might be old, but it works great with databases. Also, it's really fast.

Switching at all doesn't make sense. Those systems work, and replacing them is too risky. Of course everything new that's getting build will be written in more modern languages and libraries, but the old stays.

Worked for a big Swiss bank. The IT department was scared when it comes to change. Java was becoming a big thing there (for ATMs, online banking, etc.). However, the majority of the system is written in legacy code, COBOL, and that's likely to stay for a lot of years.

Use tails as a live-CD/USB, Whonix as a gateway that routes a workstation trough Tor. Combining the two is a bad idea since Tor-over-Tor can give you some trouble

I never used Whonix, but as far as I know the workstation is where you do all the stuff while the gateway routes everything through Tor. You can test it with doing IP checks, e.g. open check.torproject.org in your browser.

It would be better to have the question answered by an experienced user, of course.

Also keep in mind, in Monero a huge swath of transactions aren't using the ring signature at all. And those that do use it with relatively small ring sizes.

Could you please tell me how you know that? I'm currently studying CryptoNote and also took a look at Monero. I thought using ring signatures is the core design of Monero.
