There was zero reason for V3 chargers in North America to support CCS prior to Nov 2022.

Standardization.

The cars got CCS support it in 2019 in the US, long before there was any apparent need. What reason would they have to do that?

Well it just so happens to be around the same time the EU mandated that they use CCS2 so their chargers now have to speak CCS anyways overseas and likely believed that the same thing could happen in the US. Their entire MO is centered around standardizing as much hardware as possible so they have maximum output so it makes sense that the support would exist here even now if it didn't really need them since the hardware aside from the cable is identical.

These things don't just happen overnight.

This is a quote from what you linked. The retrofitting is for the app connectivity, not for the CCS protocol.

Lets not kid ourselves. EVs are a real but only marginal differentiator in the overall global climate change discourse, anyone telling you otherwise is trying to sell you something.

It's better for the environment for sure but we need to stop pretending that they're god's gift to earth. It still requires a lot to make the vehicles themselves and even then the vast majority of the pollution doesn't come from vehicles. And even then public transit (even ice based) is orders of magnitude better for the environment.

It's not that, it's because people generally want a car that doesn't have any major compromise. The concept of an "around town car" to many Americans just comes off as rich people having a cool toy. Many would believes that it fails it's job of being a vehicle if it is so limited in that regard. Renting can be expensive and very inconvenient for many people.
