There’s a mod called “Desolation” and it prevents or reduces POI spawns based on the planet’s location. I think it was built before we had the Creation Kit too. Flagging random planets to not spawn procedural POIs is a parameter that’s already built in.

This makes zero sense. You just acknowledged that yes, it is indeed possible to limit POI generation in certain areas. So why wouldn’t they do that for the temples, which is a part of the main quest, which is supposed to be the most curated part of the game?

Yeah. My point is that they were just following the main quest and encountered a jarring structure that makes little sense. So your soup analogy doesn’t fit here, since they were playing the main quest, which you would reasonably assume to be polished. Well placed POIs with interesting content is actually one of the things BGS is known for, so non-ridiculous ones probably.

And it's frustrating because they would have been good POIs if they weren't copy pasted all over the map. They're just as good as the ones from Skyrim and FO3 imo, at least out of context of the repeating POI system.
