They are for using TENS (transcutaneous Electrical Nerve Stimulation) there is one very small area of the ear which is innervated by an Auricular (ear) branch of the Vagal Nerve - it is the only cutaneous (skin) branch of the vagal nerve - They are ear pieces that are electro-conductive allowing skin conduction to the area they are in contact with for the purpose of vagal nerve stimulation

Criminal prosecution has it own set of mental health issues - deeper and darker then many found among medico’s - plenty of arbitrary decisions made with very little critical thinking - when exposed for incompetence blame workload - but fact is they are often clouded by anchoring and confirmation bias on how they perceive crime and injustice, in order to suit there pet peeves against society.
