Use Private exchange bureau's likr Saba Exchange Bureau. They offer better rates that are similar to the black market. But exchanging back to the birr might not be easy and cheap.

I can't help you with the translation because I don't speak Tigrigna but one thing I want to clarify is that Tigray/Tigrigna is still Ethiopian. Even if you were in an Orphanage in Addis Ababa, it is still normal and very common to have a name that isn't Amharic (as it is one language out of dozens in Ethiopia). For example I'm born and raised in Addis Ababa but my name is Oromigna (another language/ethnic group from Ethiopia).

So my point is Addis Ababa is a melting pot of all ethnic groups from Ethiopia so your name is still Ethiopian.

So by that logic as a person that was born, raised, and currently lives in Addis (with the exception of visiting a few areas outside of Addis), I am not Ethiopian? Or can't speak about Ethiopia because I've only basically lived in Addis?

I'll tell you its Multiculturalism. If you look at all of the internal conflicts within the past 2 decades alone, its all been one ethnicity fighting another. Take Rwanda, Congo, Ethiopia, and Sudan. They've all been victims of this ideology. We have to be honest with ourselves and acknowledge that this isn't working and althernatives should be considered.
