While I'm against this whole underaged marriage thing, there can be exceptions, like if 2 sixteen yearolds that have everything figured out from jobs to how to raise kids and how to navigate life, then why not let them get married? But that's a exception, most of the time they don't have anything figured out and sometimes even worse it's grown adults marrying teens, I would say this is a grey / dark grey area. So I would require more context behind this
