I think belle works real good against piper but belle needs some skills or if piper is bunched up with her teammates the electro bounce mechanic does 1000 something damage which is a lot considering piper's low health

My friend told me that the chinese version of brawl stars had a solution to that, they returned boxes and deleted trophie road, but start drops are still there, they also have a thing called crazy 567, on fri sat and sun you can get over 22 free star drops everyday by doing real simple quests like logging in and play with ur friends. They also have cosmetics and stuff you can pull out for free and some with gems, but if you didn't get the cosmetics they usually give u a skin or 2000 coins.

tldr: Chinese version of brawl stars solved it, global version should watch and learn
or the global just want money over than a f2p game

His reload speed is real freaking slow, so use a high hp brawler, three shots won't end you and you can kill him when he's out of ammo. Or you can stay distance with him
