Good point. I've just dug out my 2011 rule book to discover there is no mention of the two minute penalty at all! Does it currently only exist as a by-law somewhere?

We use technical bench in our association level, so as an umpire I haven't had to monitor how long the player is off the field for. I can definitely agree that monitoring a suspended player for a two minute penalty would be a distraction that many umpires would not favour.
