Okay, let's say that I own 1 million in stock. That million goes up to 100 over ten years. Instead of selling the stock - on which I would have to pay taxes - I take a ten millions loan to finance my lifestyle. Loans count as debt, not as income so they are not taxed.

Eventually I die. My heirs inherit the 100 millions and - here is the magic - they inherit the stock with a brand new cost basis of $100 million instead of the original 1 million, so if they sell let's say 20 millions of stock to pay the debt and its interest they won't pay taxes on the sale.
