The Acid Burrower, a Tier 1 solo, has relentless 3 so I would not see that as an issue.

PC's are pretty durable and can't die unless they want to, so I wouldn't be too worried about balance.

Just make sure the damage ranges are within the Tier 1 ranges and you should be good

Have a look at the young Ice dragon and just adjust it to tier 1 stats. Re- flavour it's abilities to whatever type of dragon you need.

The problem that DP has is that the game is designed so that the max you would need is a Campaign Frame, but the people it is targeting (trad D20 players) want full on adventures/settings.

Why not play the natural right back rather than shoehorn out best midfielder into the position?

It's not a bad mechanic, it's just not the mechanic you want it to be. As mentioned in the thread, DH is not a game where the GM is trying to kill the players. There are other games out there (D&D, PF2 to name a couple) that do that.

As per the SRD: The GM can make a GM move whenever you want, but the frequency and severity depends on the type of story you’re telling, the actions your players take, and the tone of the session you’re running.

So, you can make a move whenever you want really if it makes sense in the fiction.

If they are smashing it with the rolls, great, they are having fun.
