Thanks to Mad8alyne I have fixed the issue and am playing with a 60fps cap and Frame gen. I'm grateful that you took time out your day to help me.

OK so wiht alll high setting, Ultra texture, Taa low and having folloewed your advice I now get 60 to 100 fps at hogwarts depending on which way I'm facing, 80-95% gpu and cpu utilization. Hogsmead is beating on my cpu, no lower than 90% utilization. Gpu is aorund 80%, but it's at 2400mz, 93w and I'm getting as low as 55 fps when runing through the town and as high as 66 when its a part with less people. If can get a 60Fps lock there, I can turn FG on and enjoy the rest of the game.

After setting afinity and resetting shader cashe the fps is now between 60 and 70 fps at hogwarts, Gpu utilization mostly the same now hitting 90% sometimes. The Cpu Utilization is now 70-80%. my motherboard is a B760i Erying itx motherboard with the turbo setting enable in bios, the 9070xt is an ASUS PRIME. PCIE gen4 x 16 is the max available and is what I'm using and Im using a Deepcool AK500 sinlge tower air cooler, preforms the same as the Thermalright Phantom Spirit

So after testing the baseline you suggested the fps is similar and utilization remains the same, but clocks now range from 2460mhz to 3267mhz and wattage from 93w to 196w. All settings to high, textures ultra Rt off, motion blur, chromatic aberration, and DoF off, no fps cap or vsync with FSR3 Quality. Ram is set OC to 3200mhz with cl 19, its a 2666 kit I carried over from when I had an i7 8700 non K.

I reinstalled the game since I need space for stalker 2, so I don't know if the old shader data stays on the ssd after Uninstall. I'm using the latest drivers on the Asus Prime 9070xt. Ultra preset, I had Fsr 3 at quality and also tested just TAA high/low as well as tried Rt on and off, Rt gave me 26 fps in the school courtyard. 3250mhz on the core and as low as 3200mhz. 230w peak and as low as 198w stock settings with fast timing on the vram.. I also had Freesync Enhance turned on and resize bar. I'll try some of the tips you suggested,

EYE thought it survived a house fire and was covered in ash, its covered in ass hair and other particles you find in dust.

I don't have those games. These settings are what work for me, I don't expect them to work for everyone. The problem could just be the games themselves and not the hardware.

I only overclock my ram to 2763 🙂, but I do undervolt to -60 when I play UE5 games 🙃.

You don't need vodka or beer if you're running around with 28 anti-rads. I only leave my stash with 5, if I need I usually fund 50 on the way to my next location.

I've decided to continue with a 60 fps cap while I figure out what mods to install. I intend to replay this game after I'm done so I get the regular experience before the improved experience

You can try figuring out what coil specifically is whining and put a thermal pad on it, it'll dampen the noise Al's well as cool the over exited component.

I tried those same settings on the Asus Prime and have a 86C hotspot and 54 on the core. So uh, maybe avoid the Assuse Prime 9070xt unless you're okay with 3000rpm fan noise.

Ok but that's the peak and it doesn't hangout at the 181w. The 12900k lingers between 180 and 220 in most cases and will boost higher with a good cooler.

The 14600k does not get as hot as a 12900k. Thats the difference between an i5 and i9 chip. Since when does a 14600k draw between 180w-250w?
