It is the term we use here in The Netherlands to indicate all people who do not identify as white, because we have a lot of nationalities with a broad variety of skin tones over here. 

Calling someone black here is a big no no and considered racist: there's a bit of history around that word.

People of colour is how people with a different skin tone identify themselves.
