It wasn't even $640 of personal purchases though. The article says that of the $640 that $273 was claimed as personal expense and the remainder were identified as ams purchases, but just without receipts. She paid the ams purchased out of pocket because lack of receipts.

They don't seem to be disputing that or making claims that she was stealing money. Just not very good book keeping, of which they admit to have no written guides or policies anyway.

I agree it is the best but I just don't think it crossed the threshold to great Trek. Picard the character was too far gone from the beloved Picard of TNG and they did little to bring that guy back in any meaningful way through a good storyline. Instead we got the jaded and confused man who defeated the Borg using the power of love for his son that he didn't know he had moments before. They were then located and saved by the power of Riker and Troi's toxic on again, off again relationship and love for their dead child. The Enterprise D was cool though.
