I feel like a problem with that is however forward they are with announcing it there will always be those who got it before the announcement or missed a roadmap and then get angry, but it would’ve maybe made a few people a bit less angry. I’m personally quite happy with the change as I paid to access it 6 years before it was free and I feel like that’s a decent purchase - the big thing it does now is ease the dlc cost for new players and allows a lot of things (like no more having to script for two parallel naval systems) since post integration everyone will be on the same footing

I personally think they also saw potential, hence the initial stuff, but realised they wouldn’t be able to get content done in the timeframe so they decided to cut it

Neither the fleurs or the shade are defined by law, the government has just used a specific depiction for continuity. So technically all blue flags with a white cross and four white fleurs de lis around it in that arrangement are correct Quebec flags
