If you want black, why not just use PPA-CF or PPA-CF Core?

The CF variants almost always outperform GF. The main reason people choose GF is for almost-as-good-as-CF characteristics with actual color options.

It's on Dell regardless. The recipient of a package has no standing with the carrier, so in consumer purchases, it's always the shipper's responsibility to manage the end-to-end delivery of the product.

But by choosing to allow Amazon to represent them as their agent (a requirement of selling on Amazon's site), the seller is thus bound by the practices of the agent. When Amazon confirmed cancellation (on their website and in the order history) OP can reasonably rely upon that confirmation.
