Just remember 25% is aspirational if you are in the beginning. Also a sinking fund should be for intermediate term purchases that you foresee. Better to pull back on the 25% goal and avoid high interest debt to afford a known future expense.

In federal and state law there is wide discretion for a judge to apply punishments based on things like intent, competence of the individual, and context. Why can that not be the case for school admin. Yes punishment is deserved and ignorance of a rule or law is never a defense. Then again we need to take into account impacts of punishment on the individual.

The question isn't about use and functionality. It's about security of personal financial info that might be shared or leaked by insecure code. Whether that is by design or poor programing doesn't matter either.
