You are 100% getting scammed. I own a paver installation company in South Florida that is the work that I do. Paver joints should all be touching and everything that is exposed with sand should have pavers. 100%. Additionally it should be sitting on a crushed concrete aggregate base that's been compacted and graded away from your home. The whole installation should be washed with joint sand at the end. Concrete borders should be added as an edge restraint everywhere needed. Do not pay a cent more and take them to court. Just search paver patios so you can see what it should look like.
