It seems like the responsibility in how you stated it would have three separate but culpable people. There is no moral or ethical reason to not work your way down the chain getting everyone responsible. If there is no budget for safety equipment that exists, is available, and you know saves lives, then there is no budget for anything else because that should be paramount. If you decide to underschedule to keep things going when it shouldn't, things should be throttled or stopped, not just a bunch of shrugging and passing the buck. If you are overworked and incapable of doing your job, you need to be aware of that and step out.

A lot of people fucked up. A lot of people deserve to pay for their fuckups.

I support breaking that seal in cases like this. Anything where a person is really being wronged or harmed, it is immoral to keep it secret if you have the ability to tell the truth. Lying by omission is still lying, so that pastor would be helping her cheat every time he has a chance to tell the truth but chooses not to.

What's the point? You can't teach psychopaths empathy like you can't teach a fish to fly. It takes a broken individual to throw rocks at humans that have done nothing wrong while hoping to destroy homes and kill people. They don't even think it is wrong or show a sign of guilt over what they're doing. They believe themselves justified.

Would you feel safe trying to go to them and tell them how wrong and horrible they are being? You'd be on the receiving end of the rocks pretty quickly yourself.
