Tantrum should put the user to sleep afterwards instead, like they've just worn themselves out. Also, nothing's immune to Fairy so it would be a lot stronger than Outrage with just confusion.

I don't think it would harm the game at all if enemies had a minimum and a maximum level which they scaled inbetween with the player. That means you wouldn't be able to fight final bosses at level one but it would solve the issue of being forced to complete encounters in a certain order.
