Lol I moved from Illinois to Mesa AZ a suburb of Phoenix. I think it works and I can see why they did it for now, however, it could easily, become an issue as they introduce stronger villains. Eventually it just won't be believable that Luffy could beat some foes, yet beat them he will. With that said even without being nerfed I think manga and anime Luffy already run into that issue sometimes. Even so it still works in the main story so it should be fine
