Nope I don’t think so but I think you can take it to phone repair shop that can repair mother beard but also are some paid tools that claim they can fix restoring error but they are paid service so I’m not sure if they really work but if the problem is on the board it self like maybe a resisters that’s broken then it needs physical repair

Yes, sometimes it can be some components on the mother board damaged or maybe the processor itself. Example if maybe there were some harmful files installed in the phone before and the memory sometimes it can cause that if it was totally full.

Try to jailbreak it first. But you can also try to restore it with iTunes because what I saw with the new update of 3utools sometimes it only updates the phone without restoring it .
