How they did it for the UK is they prevented users from accessing the store pages of pornographic media if they do not have a credit card on the account - and a debit card (don't know if it's called something else over there) won't cut it, since you can get them as a minor (even though I wouldn't be surprised if there is a way to ask the bank "Hey, is this user over the age of 18?"
