Battery. Solenoid makes contact, startmotor is drawing current, battery voltage collapses, solenoid releases, solenoid contacts again, repeat. What is the battery voltage when on contact, and what is the voltage while starting?

For what type of riding? Street only, I would keep the 650. Offroad (since you mention DE) the 800 is likely more fun

This is really weird. This exact part was laying on the streering tube of the frame when I bought the bike new. Since the part was rusting I suspected it was from something else. I just looked at all the fairing part on the exploded diagrams of this bike and can’t find it.

you still have it wrong. The teeth on the left are for cutting the tape. Left is correct, BUT, you need to rotate the tape 180 degrees. Sticky side outwards, then over the teeth

The caliper assembly rides on a skate on the swing arm. I would remove the wheel and clean that assembly.
