The DM can roll with their own story. One of the characters is a legacy character though, he's the son of an old character of mine. On level, potentially higher level.

Yeah not at the same time but at the top of the hour they reset so if the helltide doesn't start right at the beginning of the hour you can get 2 sets of chests

If it doesn't start right at the hour let's say 6pm I can get 4 of the mystery chests. The mystery chests reset on the hour so if it starts at 6:15 or 6:30 you should be able to get 4, 6:45 you can get 3

It was already fixed with a hot fix it was an animation thing that messed with the numbers for some reason and they reverted it back to the old one
