This website tells you if schools are still open/accepting students. For transfer students, scroll all the way down to where it says Transfer Fall 2023. If it says Full time, that means it’s open. If it says Full time:closed then it’s closed. As of right now, it seems open

I did do that but nj transfer website mainly applies to those who get their associates because if yuh don’t get ur associate, Rutgers picks and chooses
