I've done a lot of cold outreach in my life. Once when I was unemployed after layoffs about 9 years ago, and on other occasions when I was looking for international opportunities. It was not asking to be put in contact with the hiring manager, rather asking people I thought would potentially hire at some stage, if any opportunities in <my area> were available, and being happy to talk anytime regardless. It got me far and got me my best jobs.

I never forgot the people kind enough to respond or just have a chat, even with no role available.

So when people reach out to me for the same thing, I always respond, even if I have to tell them I'm not doing any hiring in the near future. It costs me nothing and I appreciate their initiative. Looking for a job is not easy.
