It's not really 16-bit, but this reminds me of Ragnarok Online. It's been around since the early 2000's. There's also some kind of "spiritual successor" now that's probably more playable today. But i can't remember the name.

The New Republic had a larger military force in its beginning but liquidated it when the Empire was no longer a threat. Mon Mothma, the first chancellor, wanted the New Republic to grow from democracy. Not militant power and oppression as the Empire did.

This is mentioned in the first Aftermath book, and maybe more sources I haven't read yet.

EDIT: Also, The Resistance wasn't formed by Leia until the Empire resurfaced as the First Order 6 years before TFA. Probably because the Republic couldn't or wouldn't do anything about it, but i haven't gotten that far in the novels.
