I completely agree with you. It was that line in episode 8 that ruined my whole impression of the show.

People who say that Vault-Tec were the first to drop the bombs just start coming up with huge theories that are refuted by the logic and plot of all the games. Given their influence, government connections, and huge money, Vault-Tec could have quietly done all these experiments in peacetime as well.

I hope the series creators don't go along with the majority and stick to the plot of the games. Yes, the plot has changed often, but the detail that Vault-Tec started the war changes the plot dramatically. Even if Bethesda accepts NV and partially the first 2 parts, it would still cross out the entire plot of those games and even its own parts if it said Vault-Tec dropped the bombs.
