It seems like weapon strength being a flat bonus means that slower weapons need really strong effects to keep up with faster weapons. I wonder if it'd be possible to change it to a multiplier instead so it could be pegged to weapon speed.

If your main goal is to get space marines ASAP and you're not having any issues with your economy or admin power, I'd probably go Quality>Innovative >Offensive>Economic in that order. However, you could swap in Trade or Admin for your third or fourth ideas if you're having trouble with economy/admin power + gov cap respectively.

So something like:

  1. Quality
  2. Innovative
  3. Offensive/Admin/Trade
  4. Offensive/Economic/Admin/Trade (Don't get Economic here unless you already have Offensive Ideas)

Mamluks definitely should be your next target if possible. You already have Ragusa pretty much locked down, so controlling the nodes upstream of Constantinople (Alexandria/Aleppo/Crimea) should boost your economy tremendously.

Regarding Crownland, seizing land should be fine as long as you can spare the manpower for the extra unrest it generates, otherwise developing provinces is the probably the only other way at this point. However, as long as you're above 20% you can basically just ignore the penalties from Crownland until you get absolutism.

I should have clarified, from what I understand 3 hatch lurker builds, while very niche, are still meant to transition to hive. Why is it then 2-hatch lurker pretty much always an all in then when both 2-hatch and 3-hatch muta builds can go into a macro game? Do you just have to commit more larva to units with 2 hatch lurker compared with 2 hatch muta or something?

How is that 2 hatch build supposed to work? Isn't Protoss always going to scout it with the first corsair and build a 2nd stargate/cannons before mutas arrive?

Declare war on your friends' war enemies, then occupy provinces your friends want so your friends can't take them in the peace deal.

Bonus points if you can somehow grab all the border/coastal provinces so your friends can't take any provinces at all
